LBSNAA Set to Host 101st Foundation Course for New Civil Service Recruits from August 2026

The Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie, Uttarakhand, will conduct the 101st Foundation Course for newly appointed civil servants between August 24 and November 27, 2026. The 15-week residential training programme serves as the initial induction phase for candidates selected through the competitive Union Public Service Commission (UPSC) Civil Services Examination. Located at the Charleville estate in the Garhwal Himalayas, the academy hosts the autumn session to introduce recruits to the administrative, legal, and operational frameworks of government service before they separate into service-specific cadres.

For observers tracking civil service calendar updates, it is important to clarify that the Foundation Course is an internal, mandatory induction programme rather than an open public conference or ticketed event. Participation is restricted entirely to officer trainees who have received formal appointment orders and cadre allotments from the Department of Personnel and Training (DoPT). The Foundation Course gathers probationers from a broad spectrum of civil services under a single institutional umbrella. The academic curriculum during the 15-week schedule focuses on core subjects essential for public management and governance. Instruction covers the Indian Constitution, administrative law, public policy, applied economics, and modern management techniques. The academic department organizes the coursework through formal lectures, syndicate discussions, paper presentations, and practical case studies. Internal faculty members, along with visiting senior bureaucrats, judicial officers, and domain experts, deliver lectures covering legislative procedures, public finance management, district administration, and digital governance tools used in central and state departments.

Field exposure forms a mandatory component of the syllabus, highlighted by the Village Visit module. During this segment, officer trainees are divided into small groups and assigned to designated rural districts across various states. Trainees reside within village communities for approximately one week to examine rural administration, observe the implementation of central and state welfare schemes, interact with local panchayat representatives, and document socio-economic conditions. Following their return to Mussoorie, each group submits a detailed report and delivers a presentation summarizing their field observations to a panel of faculty evaluators.

Daily routine during the course follows a structured schedule designed to combine academic rigor with physical fitness. Mornings begin with compulsory physical training, physical exercises, or sports sessions on the academy grounds. The academy also organizes mandatory short and long Himalayan treks to build team coordination and physical endurance. Supplementary modules running alongside the academic schedule include Indian language instruction, public speaking practice, computer literacy tests, and participation in officer-run societies focused on literature, photography, fine arts, and community outreach.

Evaluation during the Foundation Course relies on a combination of written end-term examinations, continuous internal assessments, module presentations, field reports, and marks assigned for conduct and discipline. These aggregate scores are forwarded to the respective cadre controlling authorities and contribute to the overall seniority ranking of officers within their cadres. Upon concluding the course with a formal valedictory function on November 27, 2026, the cohort disbands. While IAS probationers remain in Mussoorie to begin their Phase-I professional training, officers assigned to the IPS proceed to the Sardar Vallabhbhai Patel National Police Academy in Hyderabad, and IRS probationers head to their respective academies in Nagpur and Faridabad.
