Major Bureaucratic Shake-Up in KP After Emergency: New Chief Secretary Takes Charge

Today’s notifications from the Establishment Division are the kind that make you sit up straight. Within hours of the emergency and governor’s rule being imposed in Khyber Pakhtunkhwa, the federal government has started moving officers around in a big way. The most visible change is the appointment of a new chief secretary. Dr Muhammad Fakhr Alam Irfan, a Grade-22 officer of the Pakistan Administrative Service, has been posted as Chief Secretary of KP with immediate effect. He was serving as Secretary in the Power Division of the federal Ministry of Energy until this morning. The notification says the posting will continue until further orders. He belongs to Mardan and now steps into the top administrative seat under Governor Faisal Karim Kundi. Along with this, a batch of senior PAS officers who were working in the province have been withdrawn and placed at the disposal of the Establishment Division under Section 10 of the Civil Servants Act. Among them is the previous chief secretary, Shahab Ali Shah (Grade-21). Others include Grade-21 officers Ikramullah and Ambar Ali Khan, several Grade-20 and Grade-19 officers, and a number of Grade-18 officers as well. The list is long enough that people in the secretariat are already talking about how thin the senior bench has become overnight. At the same time, Muhammad Yahya Akhunzada, a Grade-20 PAS officer who was additional secretary in the Prime Minister’s Office, has been placed at the disposal of the KP government. So while some are being pulled out, at least one experienced officer is being sent in. Around 25 notifications have been issued in total, covering both PAS and Police Service of Pakistan officers. Some PSP officers are also being moved between KP and other jurisdictions. For officers currently posted in the province, the message is clear: the administrative structure is being reset under the new emergency arrangement. The timing is no coincidence. The federal cabinet met this morning, the President signed the emergency and governor’s rule orders, and the bureaucratic changes followed almost immediately. Under the new setup, the elected provincial government is out, the chief minister and ministers have vacated their offices, and the governor is running the show with an advisory council. The new chief secretary will be the key link between the federal directives and the day-to-day working of the provincial departments. For officers on the ground this creates a lot of uncertainty. Files that were moving under one set of political bosses now have to be processed under a completely different command. District administrations are waiting for clear instructions on how protests and law-and-order situations should be handled under the emergency. Many are also watching to see whether more transfers will follow in the coming days. This is the kind of rapid administrative reset that civil servants talk about for months afterwards. One day you are working under an elected government that has been in place for years; the next day the top post has changed, several seniors have been pulled out, and the entire reporting line has shifted to the Centre through the governor. The new chief secretary will have his hands full. He has to stabilise the administration, keep the departments running, and implement whatever security and governance priorities the federal government has set. Officers who remain in KP will be expected to fall in line quickly. Those who have been transferred out will report to the Establishment Division and wait for their next postings. In short, Sunday has turned into a major bureaucratic day for the Pakistan Administrative Service and the officers linked to KP. The emergency may be a political and constitutional story for the newspapers, but for the people who actually run the system it is a sudden and large-scale change in who signs the files and who answers to whom.
