Midnight Reshuffle in UP: 34 IAS Officers Transferred, New DMs for 14 Districts Including Kanpur and Moradabad
Late Monday night, the Uttar Pradesh government pulled off one of those classic bureaucratic moves that leave everyone talking by morning. Orders went out transferring 34 IAS officers in one go. Fourteen districts got new District Magistrates. Kanpur Nagar and Moradabad were right at the top of the list, along with Hardoi, Etah, Kushinagar, Sant Kabir Nagar, Pilibhit, Ballia, Amethi, Baghpat, Mahoba, Bijnor, Hathras and Hamirpur. Mahendra Singh Tanwar, a 2015-batch officer who was handling Kushinagar, has been sent to Kanpur Nagar as the new DM. He takes over from Jitendra Pratap Singh, who has been shifted to the post of Director of the Uttar Pradesh State Agricultural Produce Market Council. Tanwar has earlier worked as Municipal Commissioner of Ghaziabad and in other field roles, so Kanpur is not entirely new territory for him, but the scale is bigger. Kanpur remains one of the state’s most important industrial and urban centres, and a change at the top always draws attention. In Moradabad, Anunay Jha has moved in. He was the DM of Hardoi until the orders came. Rajendra Pensia, who had been in Moradabad for only about four and a half months after coming from Sambhal, has been moved to the Prison Administration and Reform Department as Special Secretary. Pensia’s earlier stint in Sambhal had kept him in the news for various reasons, and this latest shift continues the pattern of relatively short tenures in some of these key posts. Hardoi itself has a new face. Rahul Pandey, who was Special Secretary in the State Tax Department, has been given charge of the district. Etah gets M Arunmozhi, who was serving as Vice-Chairperson of the Agra Development Authority. Sanjay Chauhan moves from Amethi to Kushinagar, while Anuj Malik takes over Sant Kabir Nagar after heading the Gorakhpur Industrial Development Authority. Alok Kumar shifts from Sant Kabir Nagar to Pilibhit, and Gyanendra Singh goes from Pilibhit to Ballia. The list continues. Shashank Chaudhary, earlier with Invest UP, becomes the new DM of Amethi. Divyanshu Patel moves from the Municipal Commissioner’s post in Moradabad to Baghpat. Prabhas Kumar takes Mahoba, Umesh Pratap Singh gets Bijnor, Satya Prakash Patel is posted to Hathras, and Ashok Kumar becomes DM of Hamirpur. Several officers who were already handling districts have been moved to departmental roles, while a good number of officers sitting in secretariat or development authority posts have been sent out into the field. One name that stood out in the discussion was Mangla Prasad Singh. He was the DM of Ballia and has now been appointed Managing Director of the Uttar Pradesh Cooperative Sugar Mills Federation. Earlier, during his time in Ghazipur, his administration had taken action against properties linked to Mukhtar Ansari and his associates. The demolition of the Ghazal Hotel had made headlines at the time. Whether his transfer from Ballia is routine rotation or something more is a matter of interpretation; the official order does not spell out any specific reason. People close to the administration have been linking the timing of these changes to the approaching Assembly elections. New District Magistrates often play a central role once election-related work picks up—law and order, coordination with the Election Commission machinery, and overall district management. The government has not officially said the transfers are election-driven, but the pattern is familiar. Whenever major polls draw closer, a round of district-level changes usually follows. Beyond the DMs, the orders also covered other postings. Himanshu Kaushik has been made Municipal Commissioner of Moradabad. There are new Chief Development Officers in Mirzapur and Mainpuri, a new CEO for the Gorakhpur Industrial Development Authority, and shifts in positions at YEIDA, UPEIDA and Invest UP. Some officers who had been in the field for a while have been brought into the secretariat, and vice versa. In Uttar Pradesh, such large-scale transfers are not unusual under the current government. The administration has repeatedly shown it is willing to move officers quickly when it wants a different set of faces in key places. For the officers themselves, these moves mean packing up, saying goodbye to one district’s problems and taking on another’s, often with very little notice. Families shift schools and houses. Local networks of officials and politicians recalibrate almost immediately. As the new DMs take charge over the coming days, the real test will be how smoothly the transition happens on the ground. Districts like Kanpur and Moradabad have their own complex sets of issues—urban management, industrial concerns, communal sensitivities, and the everyday business of governance.
