India’s High Commissioner to New Zealand, Muanpuii Saiawi, has been concurrently accredited as India’s next High Commissioner to Niue.With Niue, the High Commissioner’s portfolio now comprises four countries: New Zealand, Samoa, the Cook Islands, and Niue.

Who is Muanpuii Saiawi
Ms. Muanpuii Saiawi is an Indian Foreign Service officer of 2005 batch. She has served in Embassy of India in Republic of Korea, Japan and in Israel. In the Ministry of External Affairs she has served as Under Secretary, Deputy Secretary and Director (Disarmament & International Security Affairs). She was Joint Secretary (Cyber Diplomacy & New Emerging & Strategic Technologies) from 2022-2023. She was the Chair of the 2022 Group of Governmental Experts on the United Nations Register of Conventional Arms..She is High Commissioner of India to New Zealand.
One post, multiple Pacific destinations
Saiawi’s portfolio in New Zealand has been growing since she took up her post.She was accredited as India’s envoy to Samoa in June 2026 and to the Cook Islands in May 2026. In addition to New Zealand and Samoa, Saiawi has also been accredited to Niue, thereby spanning her portfolio to four Pacific destinations. In other words, while physically stationed in New Zealand, Saiawi also oversees affairs in Samoa, the Cook Islands, and Niue. It is noteworthy that it is not uncommon for diplomatic envoys accredited to Pacific countries to also have responsibilities in other countries.
A number of Pacific countries have honorary diplomatic missions only, meaning that their Permanent Missions in other countries are headed by envoys who are accredited to more than one nation. Consequently, while many envoys do not have physical posts in the countries for which they are accredited, they still have to perform their duties as envoys in those countries. As such, Saiawi’s accreditation to Niue, in addition to New Zealand, Samoa, and the Cook Islands, means that she will have to travel to Niue to perform her duties as High Commissioner there.
What will Ms. Saiawi do in Niue?
Niue is a small island nation located in the South Pacific region. Niue has been seeking to strengthen technical and developmental ties with a number of major economic powers, and India has an opportunity to provide its developmental aid to Niue.
Ms. Saiawi will have to ensure that India has a greater say in offering its technical expertise and manpower support to Niue. In particular, her role will focus on strengthening India’s developmental partnership with Niue in social and health sectors, education, climate change, disaster management, and human resource development.
India’s broader Pacific engagement
This development fits within New Delhi’s broader strategy of engaging with Pacific Island countries as development partners. In recent years, India has been making efforts to bolster its technical and financial aid to the Pacific Islands nations in various sectors, including health, education, and climate change, as well as building capacity in disaster management, human resource development, and technical education. In this regard, India’s embassies and diplomatic envoys play a crucial role in furthering New Delhi’s vision concerning the Pacific Islands.
For Ms. Saiawi, her role in overseeing India’s Pacific engagement has entered a new phase as she transitions from a bilateralist role as India’s envoy to New Zealand to a regional one, overseeing New Zealand, Samoa, the Cook Islands, and Niue.
Saiawi’s expanding portfolio from Wellington is a clear example of that approach in action. One diplomat, four countries, and a steadily growing Indian presence across the Pacific.
