
Today on Saturday the Yogi government in Uttar Pradesh has once again set the transfer machinery in motion. Fifteen IAS officers have been shifted in one go, and the changes are pretty significant. Jaunpur and Mau have got new Chief Development Officers, several important departments have seen fresh faces, and a few universities have also got new registrars. Along with the IAS officers, 23 PCS officers have also been transferred, but let’s talk about the IAS list first because that’s where the real buzz is.
The orders came out from Lucknow this afternoon, and within hours the names were circulating everywhere. Let’s start with the district-level changes because those affect people on the ground the most.
Dhruv Khadiya, who was the Chief Development Officer of Jaunpur, has been moved to Mau as the new CDO. In his place, Narendra Bahadur Singh has been posted as the new CDO of Jaunpur. Narendra Bahadur Singh was earlier working as Additional District Magistrate (Finance and Revenue) in Lakhimpur Kheri. Meanwhile, the previous CDO of Mau, Vivek Kumar Srivastava, has been given a new assignment as Member (Judicial) in the Revenue Board at Prayagraj. So both Jaunpur and Mau have new faces looking after development works now.
Moving to the departmental level, there are some interesting shifts. Rakesh Kumar Singh, who was the Additional District Magistrate (Finance and Revenue) in Lucknow, has been appointed as Additional Commissioner in the Uttar Pradesh Housing and Development Board. The previous Additional Commissioner of the same board, Neeraj Shukla, has been made Managing Director of the Provincial Cooperative Federation (PCF). And the earlier MD of PCF, Dr. Chandra Bhushan, has been shifted as Additional Director to the Dr. Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management.
In the medical education side, things have also moved around. Sachin Kumar Singh, who was Additional Director in the Uttar Pradesh State Agricultural Produce Marketing Board, has been made Special Secretary in the Medical Education department. Prakash Bindu, who was Managing Director of the Pradeshik Cooperative Dairy Federation (PCDF), has been elevated to Secretary, Medical Education. And Amit Kumar Singh, who was earlier Director of Panchayati Raj, has taken over as the new Managing Director of PCDF.
Panchayati Raj itself has a new Director – Shrihari Pratap Shahi (also referred to as Shridhar Pratap Shahi in some reports), who was previously Additional Chief Executive Officer in UPIDA.
The mining and geology department has seen a clear restructuring. Mala Srivastava has been relieved of the Secretary-level charge of Geology and Mining, though she continues as Director in the department. In her place, Dr. Ujjwal Kumar has been given the dual responsibility of Special Secretary and Director of Geology and Mining. He was earlier the Managing Director of the UP Medical Supply Corporation. Taking his place as the new MD of the Medical Supply Corporation is J. Reebha (mentioned as J. Reebha or Jethima in different reports), who was earlier Special Secretary and Additional Director in the same mining department.
Two major universities have also exchanged their registrars. Archana Gaharwar, who was Registrar of King George’s Medical University (KGMU), has been moved as Registrar of Dr. A.P.J. Abdul Kalam Technical University (AKTU). And Reena Singh, who was Registrar at AKTU, has now taken charge as Registrar of KGMU. It’s a straight swap between the two prestigious institutions.
If you look at the overall picture, the government seems to have focused on three or four areas – strengthening the medical education administration, giving a push to rural development through the CDO postings, and rearranging the top posts in cooperatives and housing. The CDO changes in Jaunpur and Mau are particularly watched because both districts have a lot of ongoing development schemes and the officers will have to hit the ground running.
People in administrative circles are saying this is part of the regular periodic reshuffle that the government has been doing to keep the system fresh. Some officers have been moved after relatively short tenures, while others have been given bigger responsibilities after proving themselves in field postings. For example, Narendra Bahadur Singh moving from an ADM post in Lakhimpur Kheri to CDO Jaunpur is a clear elevation in terms of responsibility.

Of course, the accompanying PCS transfers will also create some ripple effects at the ADM, SDM and other field levels, but the IAS changes are the ones that set the tone for the next few months.
All in all, it’s a fairly wide-ranging reshuffle that touches both the field administration and some key state-level corporations and departments. Officers will start joining their new postings in the coming days, and the real test will be how quickly the new teams settle in and keep the work moving.
