Manish Kumar, the current District Magistrate of Champawat, is a 2018 batch officer of the Indian Administrative Service (IAS). During his tenure, he has held various positions in Uttarkashi, Dehradun, Tehri, and Udham Singh Nagar. Due to his commendable work ethic, he is known as a sensitive, simple, and down-to-earth officer. He was born on January 15, 1989, in Bihar, completed his primary education there, and earned a B.Tech in Industrial Engineering from the Maulana Azad National Institute of Technology.

Prior to his position as District Magistrate of Champawat, he held several positions
- Trainee IAS Officer : Career Start in Uttarkashi.
- Deputy District Magistrate : He served as SDM in Vikas Nagar, Dehradun, Kirti Nagar, and Narendra Nagar in Tehri Garhwal.
- Chief Development Officer : Udham Singh Nagar, played a role in rural development and implementing government schemes at the grassroots level.
- District Magistrate : Currently serving as the District Magistrate and Collector of Champawat since June 19, 2025.
Work Style and Key Initiatives
- Sensitive work style: Active in public welfare initiatives.
- Disaster Management: Initiative to recognize individuals and organizations doing outstanding work in disaster management in Champawat at the national level.
- Water Conservation: Instructions to conserve and map water sources in the district, as well as revive water sources under the “One District, One River” scheme.
- Self-Employment and Education: Developing fisheries as a color-based model and honoring teachers for outstanding work in the field of education.

Environmental and Social Initiatives
- No Vehicle Day: A unique initiative in the district to spread the message of environmental protection and fuel conservation. Under this initiative, every Saturday was declared a No Vehicle Day in the electrical and other departments, and the district officials themselves participated. He left the government vehicle and walked to the office.
- Hassle-free Delivery of Domestic Gas: To provide relief to the general public by ensuring smooth supply of domestic gas, he has eliminated the crowds at agencies in Champawat for empty cylinders. Under his direction, LPG cylinders are delivered directly to consumers through door-to-door delivery and designated delivery points.
